Can the child get a newborn visa, if it comes to the country immediately after delivery?

No. Only children born inside the UAE are covered under the Newborn visa category. If you are outside the country, then you can take normal visa.
Do the children need Medical Test?

No. Children up to the age of 18 do not need a medical test. But it is required after completing 18 years.
How many days will it take to get the newborn visa stamped?

Visa stamping is mandatory within 120 days of the child's birth. If you exceed this, you will have to pay a fine.
